The U.S. Department of Health and Human Services (HHS) is the federal agency tasked with protecting and improving the well-being of American citizens. HHS administers programs that deal with health, welfare, and health information technology.
The agency was originally founded in 1953 as the Department of Health, Education, and Welfare (HEW), a Cabinet-level department. In 1979, the Department of Education Organization Law created a separate Department of Education. The remaining agencies were then reorganized to make HHS in May 1980.
Today, HHS oversees a wide range of federal health programs.

In addition, HHS includes the U.S. Public Health Service Commissioned Corps (USPHS). The corps is made up of more than 6,000 public health professionals charged with protecting, promoting, and advancing the health and safety of the population of the United States.
HHS is also responsible for the enforcement of the HIPAA Privacy Rule through its Office for Civil Rights (OCR).

HHS is the governing body for health information technology (health IT) initiatives. The agency provides guidance on the development of healthcare applications and promotes information security practices.
HHS has long been a proponent of electronic health records (EHR), cloud computing, and the security of patient information as mandated by HIPAA.
